The Prison Rape Elimination Act (PREA) is a federal law that prohibits and seeks to eliminate sexual abuse and sexual harassment in all federal, state, and local prisons, jails, police lock-ups, private facilities and community settings, such as residential facilities.  The Middle Peninsula Regional Security Center (MPRSC) is committed to providing a safe and healthy environment for staff and offenders: The Middle Peninsula Regional Security Center has zero-tolerance for sexual abuse or sexual harassment of any person or sexual relationships between staff and offenders; Offenders who have consensual sexual contact with another offender will be disciplined; Offenders who initiate non-consensual sexual contact with another offender will be disciplined and referred to law enforcement for criminal prosecution; Employees, contract staff, and volunteers who engage in sexual contact or sexual misconduct with offenders will be terminated and referred for criminal prosecution when applicable.

How to Report Facility Sexual Abuse and/ or Staff Sexual

Misconduct

If you have information regarding an offender who has been sexually abused or sexually harassed while under MPRSC custody or community supervision, please contact us by mail at: Middle Peninsula Regional Security Center Attention- PREA Coordinator P. Box 403 Saluda, Virginia 23149 Or, you may contact our external reporting service The Laurel Shelter PO Box 23 Gloucester, VA 23061 804-694-5890 You do not have to give your name, but it is critical that you provide as many details as possible. This includes: The name(s) and locations of persons involved; The name(s) or description of any witnesses to the incident; A brief description of the incident(s) and where the event(s) occurred; The date(s), time, and place of occurrence(s); Names and contact information of others who might have additional  information about the incident; Your contact phone number and address (optional). You may also submit a report On-Line by completing the PREA Report form. All allegations of sexual abuse or sexual harassment will be thoroughly investigated.  MPRSC staff will be responsible for administrative and internal affairs investigations. Local law enforcement will be responsible for criminal investigations.  Termination is the presumptive discipline for staff sexual misconduct.  Prosecution is the goal for criminal acts. Inmates will face disciplinary sanctions for sexual misconduct, to include consensual acts. While MPRSC accepts anonymous reports of suspected incidents of sexual harassment and sexual abuse, failing to provide detailed information may hinder the investigation and successful prosecution of such incidents.

Reporting Information for MPRSC Inmates

Offenders serving their sentence within MPRSC are urged to report allegations of sexual abuse and sexual harassment.  Offenders can report by submitting a request form, telling a trusted staff member, calling the internal or external hot lines, or asking a family member or friend to report on their behalf using one of the above mentioned methods.  If you would like data, further information, or have questions regarding PREA and MPRSC, please write to: Middle Peninsula Regional Security Center Attention- PREA Coordinator P.
